increased by 12.06%; total outstanding loans to the economy decreased
by 0.09% compared to the end of 2022.

The total state budget revenue in 2023 was estimated to reach
20,594.2 billion VND, a year-on-year rise of 5.90%; of which: the
domestic revenue achieved 2,788.2 billion VND, down 31.24%.

The province’s total state budget expenditure in 2023 was 17,973
billion VND, a year-on-year reduction of 0.81%; of which: the
development investment expenditure reached 3,763.6 billion VND,
accounting for 20.94% of the total expenditure; the recurrent
expenditure attained 6,262.6 billion VND, accounting for 34.84%.

3. Investment

The realized investment capital in the area in 2023 (at current
prices) was estimated at 24,351.9 billion VND, down 10.16% compared
to the previous year, mainly due to the decrease of 10.94% in
investment capital implemented by the residential and private sectors
compared to 2022.

Among the realized investment in the province in 2023, the capital
construction investment was estimated at 20,799.9 billion VND, a year-
on-year reduction of 2.22%; the fixed assets procurement capital for
production reached 1,760 billion VND, down 42.42%; the capital for
repairing and upgrading fixed assets reached 1,699.7 billion VND,
a decrease of 37.28%; the supplement investment for working capital
reached 92.2 billion VND, up 34.05%.

In 2023, 2 FDI projects were granted new investment policies.
There were totally 20 projects with apporval of investment policy and
valid until December 31, 2023, with a total registered capital of
2,532.96 million USD.

In 2023, the floor area of houses constructed was estimated at

645.6 thousand m , a year-on-year reduction of 11.63%. The area of

single detached houses reached 643.1 thousand m , down 11.82%
compared to 2022; of which, area of permanent houses was 443.2

thousand m , accounting for 68.92% of the total.
