The  manufacturing  grew  slowly  due  to  the  limited  investment
          attraction  in  this  field.  At  the  beginning  of  the  year,  enterprises  for
          export production such as textiles, wood manufacturing, etc. had a sharp

          decrease in orders, so they increased by only 6.52%, contributing 0.53
          percentage  points.  The  small-scale  water  supply,  waste  management
          and  treatment  activities,  increased  by  6.20%,  contributing  0.02

          percentage points. The construction sector expanded by only 4.41% due
          to difficulties in attracting investment, reduced investment capital, the
          tightened  credit  for  real  estate  credit  by  banks,    high  lending  interest
          rates,  increase  in  construction  material  prices  and  sluggish  real  estate

          market.

                The service sector increased by 5.98%, lower than the increase of
          6.62% in 2022. The market service sectors recovered strongly, while the
          non-market  service  sectors  grew  slowly  due  to  streamlining  payroll,

          saved recurrent expenditures, and increase in new basic salary from July
          1, 2023.

                Regarding the economic structure in 2023, the agriculture, forestry
          and fishery sector accounted for 18.24%; the industry and construction

          sector made up 35.16%; the service sector represented for 42.60%; the
          taxes less subsidies on products comprised 4.00%.

                The size of the economy in 2023 was estimated at 48,657.7 billion
          VND,  the  GRDP  per  capita  was  estimated  at  74.4  million  VND
          (equivalent to 3,125 USD), a year-on-year increase of 8.28%.


                2. Finance and banking

                In  2023,  credit  institutions  ensured  credit  supply  to  support
          enterprises  and  people  to  restore  production  and  business.  Lending
          interest  rates  were  adjusted  downward  to  a  reasonable  basic  level,

          contributing to supporting production and business of enterprises and
          people. As of November 30, 2023, the capital mobilization in the area
